(This has been delayed, in the first place

owing to the changes in the department, Mr.Paskin

having found it impossible to cope with this in

addition to his other work and, in the second

place, owing to certain Straits papers which

were wanted for comparison, being in circulation.)

I have discussed with Mr. A.J.Harding

and I think the following embodies his views.

This draft Bill includes a number of

disconnected amendments to the Widows 'and Orphans'

Pension Ordinance. The chief are:-

(1) Officers included in the Scheme.

(a) It is proposed to exclude the Indian

members of the Prison staff (Section 3). This

is in accordance with the wishes of these

officers,

The exclusion of Indian members

of the Police staff has already been approved.

The Indian Prison officers who are now contribu-

tors are given the option of remaining, by

Section 19. If they do not desire to remain it

is provided that they should be repaid half their contributions. (As to this see below).

(b) Officers on Agreement, other than Police

and Prison officers are to be excluded (Section 4).
